Diminishing returns refers to the fact that she needs increasing amounts to reach each successive BP, the purpose of which is to prevent players from only stacking their best stat and becoming overpowered. This means that she needs at least 9% FCR before she actually starts casting faster, or 20% before she casts faster than that, and so on.
